Sarah Frazer is an Evaluation & Learning Specialist and Gender Equity and Inclusion Lead with expertise in international governance and economic development projects. She designs MEL systems and provides training and technical support to international development project teams to implement MEL systems with a focus on learning and adaptive management. A member of our Global Gender Center, Ms. Frazer also works on issues related to gender and women’s empowerment in international development contexts.

In 2017, Ms. Frazer co-founded the RTI monitoring, evaluation, research, learning and adapting (MERLA) Community of Practice which leverages expertise and best practices to strengthen staff capacity in MERLA and collaboration, learning and adapting for superior program implementation.
